New Student Transfers will be considered based on the criteria set by FISD. Some campuses may not have space availability for new transfers. Decisions regarding new transfers will be made the week of
August 15, 2016.
2016-2017 Forms will be available online beginning June 6th, 2016. Completed Forms will be accepted on or after June 22nd, 2016 in the Office of Student Services
There is a $35.00 non-refundable application fee for Out of District Transfer Applications.
* EXISTING TRANSFER STUDENTS MOVING TO THE 6TH GRADE MUST COMPLETE A TRANSFER COMFIRMATION FORM.
* Current 5th grade transfer students will need to complete a Transfer Confirmation Form when moving into middle school. Forms will be mailed home on Monday April 25th, 2016 and need to be returned to the student’s elementary campus no later than Friday, May 6th, 2016. Parents/Guardians will be notified by letters to be mailed out on June 17th, 2016. No Administrative Fee will be charged.
New employee transfer requests - student transfer requests may be submitted on or after April 4, 2016. Employee Requests for In-district transfers will be considered only for the campus in which the employee works.
Current FISD transfers will be reviewed by the Office of Student Services for approval or denial at the end of the 2016-2017 school year. The Parent/guardian will be notified of the decision by mail, for the 2016-2017 school year. Letters will be mailed the week of June 17th, 2016.
New Transfer Request - Parents or guardians requesting a new transfer for the 2016-17 school year may submit a transfer request on or after June 22nd, 2016. Notification of transfer acceptance or denial will occur during the week of August 15th, 2016.
New Frenship ISD Students – New students to the Frenship ISD must register and attend their home campus as determined by the district boundaries.
ADMINISTRATIVE GUIDELINES FOR STUDENT TRANSFERS
2016 - 2017
New transfer requests submitted prior to the acceptance date will not be acknowledged. Incomplete applications will not be accepted. There is a $35.00 non-refundable application fee for all new Out of District Transfer requests.
Student transfer requests are considered on an individual student basis. However, the guidelines below are in place to ensure consistency in our process. The transfer requests will be reviewed by the Director of Student Services and if the transfer is denied, there is no appeal process. As long as the criteria for transfers continue to be met, student transfers are approved for a one year period. An approval for one year does not guarantee nor imply the continued approval of future transfers into the district or to the same campus.
Due to the rapid growth in the FISD, the Director of Student Services will generally deny requests for student transfers to campuses projected at 90% of capacity or greater as of August 15th, 2016. Portable building space will not be included in calculations of capacity.
Requests for an in-district transfer during the semester will generally be denied based on potential disruption of the educational program at both the assigned and requested campuses.
In-district transfers will only be given consideration when there are extenuating circumstances as determined by the Director of Student Services.
Students with a previously approved transfer may request to remain on the same campus even when that campus is projected to be more than 90% capacity.
Sibling Transfers - Sibling status will not guarantee transfer approval. Requests to transfer to attend a school outside their attendance area with their sibling will be evaluated as all other requests and will not be given preference. Siblings must meet criteria for transfer eligibility.
Students not living within District boundaries will not be eligible to attend the Reese Alternative Campus.
New Out of district (Inter-District) transfers will only be considered through the first two (2) weeks of each semester.
A resident student who becomes a non-resident during the course of a semester shall be permitted to continue in attendance for the remainder of the school year. FDA (LOCAL). Parents need to complete an Out of District Transfer within two (2) weeks of the move.
A resident student in kindergarten – grade 8 who is attending a district school and moves to another campus attendance area may continue for the remainder of the current school year to attend the school where the student was initially enrolled. FDB (LOCAL). A transfer form must be completed within 2 weeks of the move.
Parents whose transfer requests are approved will be responsible for providing transportation to and from the campus.
A student whose parent is a Frenship ISD employee may remain on a campus that he/she has attended for at least the previous year if the parent transfers or is reassigned to another campus or to a district level position.
Student transfers may be revoked for lack of academic progress, poor attendance, late arrivals, or misconduct. FDA (LOCAL)
Transfers will be reviewed periodically throughout the school year to ensure transfer criteria are being met.
Transfers may be revoked at the end of the current school year for failure to meet criteria.
These decisions are final and are not appealable.

Legacy Elementary will house elementary students in grades PK – 4th for the 2016-17 school year.
5th grade will be added in 2017-18.
UPLAND HEIGHTS ELEMENTARY

Upland Heights Elementary will house elementary students in grades K – 5th for the 2016-17 school year.
4th grade students going into 5th grade for the 2016-2017 school year who reside in the Upland Heights Elementary attendance zone and have attended another Frenship elementary may elect to attend the same elementary school during the 2016-17 school year. Parents must complete and submit an In-District Transfer Form to the Office of Student Services for approval. Students must meet transfer criteria. However, for the 2016-17 school year, the younger sibling(s) must attend Upland Heights Elementary School.
Kindergarten thru 4th grade students who live in the Upland Heights attendance zone will be required to attend Upland Heights.
5th grade students who elect to attend an elementary other than Upland Heights will follow their home address middle school path
FISD will not provide transportation to students who elect to attend a campus outside their home attendance boundaries
MIDDLE SCHOOL GUIDELINES 2016-2017

7th Grade students going into 8th grade for the 2016-2017 school year who reside in the Frenship ISD boundaries may elect to attend the same middle school during the 2016-17. Parents must complete and submit an In-District Transfer Form to the Office of Student Services for approval. Students must meet transfer criteria. However, for the 2016-17 school year, the younger sibling(s) must attend the Middle School within their home boundaries.
8th grade students who elect to attend a middle school other than their assigned campus for the 2016-17 school year will not be eligible for transportation.
Existing Out of District (Inter-District) Middle School transfers
Spring 2016 registration - Existing out-of-district (Inter-District) transfers of incoming 6th graders will register at the following campuses:
North Ridge & Willow Bend registers at Terra Vista MS
Bennett & Oak Ridge registers at Frenship MS
Crestview & Westwind registers at Heritage MS
Registrations of existing, incoming, out-of-district transfer 6th graders will be considered as PENDING until the Transfer Confirmation Form is approved or denied AND space availability is determined.
Existing out-of-district transfers for incoming 7th or 8th grade students may continue to attend the current middle school in which they are enrolled. The student must meet the transfer criteria.
Existing In-District (Intra-District) Middle School transfers
Spring 2016 registration - Existing in-district (intra-district) transfers of incoming 6th graders will pre-register at the Middle School that is considered the feeder campus for their home address.
All current 5th grade transfer students will be required to complete and return a Transfer Confirmation Form prior to the end of the current school year.
Registrations of existing, incoming, in-district transfer 6th graders will be considered PENDING until the Transfer Confirmation Form is approved or denied AND space availability is determined.
A student who was overflowed to an elementary campus will be expected to attend the middle school in their attendance zone. FDB (LOCAL)
